Red Deer city council approves bylaw amendment to rezone site of former gas station

Red Deer city council has approved rezoning a lot that contains a former gas station from a commercial zone to a medium-density residential zone.

They unanimously passed second and third readings of the bylaw at Tuesday’s regular city council meeting after a publuc hearing to rezone the property at 4745 and 4749 32 Street in Red Deer.

The property, which is located in the South Hill neighbourhood east of Gaetz Ave, was home to a gas station and convenience store that closed nearly a year ago, as well as two other businesses that have also since closed.

The owner proposed to rezone the property because the gas station and associated buildings have reached the end of their lifecycle and require substantial upgrades.

The owner wanted to remove the structures and transition the site to a residential use that aligns with the surrounding residential uses. The landowner owns the property and the surrounding townhome rental development located at 3110 47 Ave.

Administration supported the proposed amendment, which creates an opportunity for additional housing in an established neighbourhood.

Administration explained that public consultation was done by mailing out notices to 91 surrounding property owners, but no responses were provided.

In addition, Phase 1 and Phase 2 Environmental Site Assessments have been completed for the site to ensure that the land is suitable to transition from commercial to residential land uses. No concerns were identified.

They explained that since the application has been passed, the applicant will be required to apply for a development permit to build residential development.
