AHS takes step forward for proposed ambulatory care facility near Red Deer Hospital

Alberta Health Services (AHS) is taking steps towards building a proposed ambulatory care facility next to the Red Deer Regional Hospital.

At their meeting on Monday, city council passed first reading of a land use bylaw amendment to rezone an area south of the hospital from R2 Residential (Medium Density) district to PS Public Service (Institutional or Government) district to facilitate the development of the facility.

The property is currently being used as a parking lot.

AHS also applied to close a portion of a lane on the property, which would consolidate the parcels and closed road area into one site for the facility.

If the lane closure is approved, a new portion of lane will be created in an L-shape to connect the remaining lane to 38 Street.

AHS currently owns 11 of the 16 lots within the block and the current R2 zoning already includes “Health and Medical Services” as a discretionary site exception use for the entire block. The City says the PS rezoning will more clearly identify this site for public and quasi-public uses as the primary uses, not just as exceptions in a residential district. The remaining R2 area will retain the “Health and Medical Services” discretionary site exception use.

Administration states they reached out to 121 landowners within 100 metres of the land regarding the rezoning; however, they will need to send a new letter regarding the lane closure. They say two written responses were received with comments focused on potential visual, noise, traffic, and parking impacts on nearby residential uses, both during and after construction.

The City says the impacts can be addressed during the development permit application stage.

Council will have a chance to give second and third reading following a public hearing on December 18.
