Sylvan Lake dealing with wastewater storage space crunch, again

For the second-straight year the Town of Sylvan Lake is taking action to address wastewater storage issues.

The Town has received approval from Alberta Environment and Parks for a Temporary Diversion License (TDL).

As early as today (June 7) the Town will begin to divert water from Sylvan Lake into the Town’s drainage ditch system to assist Sylvan Creek in receiving treated wastewater effluent.

Officials say the approval allows the Town to divert up to 1.41 million cubic metres through July 21.

“The Temporary Diversion License is critical to ensure the downstream receiving environment can sustainably receive treated effluent until alternative effluent disposal locations can be implemented,” the Town of Sylvan Lake says in a release.

The Town says the water diversion process is in full compliance with all regulatory controls, including Federal and Provincial requirements.

The license approval comes on the heels of Alberta Transportation’s recently-announced commitment to fund 90% of the cost associated with connecting Sylvan Lake to Red Deer through the Sylvan Lake Regional Wastewater System.

“This provincial-regional collaboration and connection to an existing system is considered the long-term solution to the community’s wastewater infrastructure pressures,” the Town release notes.

The Sylvan Lake Regional Wastewater Commission is currently sourcing design consultants and anticipates that construction could commence as soon as 2018, with the system to be up and running no later than 2019.

Meantime, the Town says it is actively sourcing alternative locations and methods of disposal for treated effluent in the interim, with the intention of mitigating any negative environmental impacts and reducing the requirement for future surface water diversions.

Last year, the Town of Sylvan Lake reached an agreement with the City of Red Deer to haul effluent to a wastewater facility in the Queen’s Business Park.
