Multiple tax bylaws passed in City of Lacombe

The City of Lacombe’s council passed second and third readings of Property Tax Bylaw 527, Special Tax Bylaw 528 and Supplementary Assessment Bylaw 529 during its regular meeting on April 28.

For 2025, the residential municipal mill rate is 8.2348 per $1,000 of assessed property value, while the non-residential mill rate will be 9.7073 per $1,000.

Officials say this change of about 2.86 per cent will result in the city collecting $19,222,271 in municipal tax revenue for the 2025 Operating Budget.

There are also changes to the third-party requisitions included in this tax bill, including education, designated industrial properties (DIP) and the Lacombe Foundation requisitions.

Alberta Education has established the 2025 Tax Requisition for the city at $6,065,656, resulting in a residential mill rate of $2.4553 per $1,000 of assessed value, slightly up from $2.4442 in 2024. For non-residential properties, the rate is up to $3.8955 from $3.5930 per $1,000 in 2024.

The 2025 uniform tax rate for all DIP assessments is $0.0701 per $1,000 of a DIP assessment. For Lacombe, this total requisition will be $1,498.08.

The Lacombe Foundation has set their requisition for the City of Lacombe at $158,463, which the city collects through property taxes and assessments.

Bylaw 528 outlines the Special Paving Tax the city has implemented since 2022, set at one per cent of the previous year’s municipal tax revenue to support road infrastructure.

This year, the bylaw proposes to generate $182,149 of revenue fully allocated to pavement rehabilitation on 54 Avenue between 53 Street and 48 Street.

Bylaw 529 was also approved, enabling the city to prepare supplementary property assessments for major improvements and renovations completed or occupied during the year, as opposed to waiting for the following year’s assessment.

Tax notices will be mailed out to property owners in May. The deadline to pay property taxes without penalty is June 30.
