Preliminary hearing scheduled for man charged in Bowden Institution drug investigation

A Slave Lake, AB man charged in a year-and-a-half long investigation into drug activity at the Bowden Institution will find out next spring if his case has enough evidence to go to trial.

Braden Foster, 31, has a preliminary hearing scheduled for Apr. 22, 2022.

He faces two counts of trafficking a controlled substance, distributing cannabis, and trespass by night.

In November 2019, RCMP say Bowden Institution staff responded to suspicious activity on Correctional Service Canada’s (CSC) property.

A search was conducted that resulted in locating contraband that had been concealed on the property. The contraband packages are alleged to have contained fentanyl, methamphetamine, cannabis concentrates and tobacco.

Innisfail RCMP General Investigation Section (GIS) worked on the investigation in partnership with the Bowden Institution’s Security Intelligence Office and Slave Lake RCMP GIS.

Two other individuals were also charged in the investigation. Joshua Anthony Laboucan, 23, had all four counts against him withdrawn on Oct. 21, 2021.

Raymond James Foss, 32, who faces the same charges as Foster, is scheduled for trial in Red Deer Feb. 10, 2022.
