Rocky Mountain House town council has passed the new Clean Energy Improvement Tax Bylaw.

“It provides an opportunity for property owners within the town, that includes commercial and residential, to enter into energy improvements to their property,” Legislative Services Clerk Renee Hartling described.

“They borrow from the municipality at a borrowing rate that is afforded to the municipality, and then they will pay it back over the lifetime of the improvements, at a reduced rate than what they would get at the bank,” she added.

“The plan is to assist homeowners by making the improvements more affordable.”

A company that sells and installs solar power panels contacted the town office after residents had expressed interest with them following council’s first reading on the bylaw on November 5.

A local resident spoke to council Tuesday during their public hearing on the matter, stating that she and her partner had recently purchased a home in March and that it had been built in the 70’s and required a lot of upgrades.

The homeowner later mentioned that since they had just purchased the property, she didn’t have the money for the plethora of upgrades that were needed, and was hoping that after purchasing new windows and other energy efficient upgrades with the help of the new bylaw, it could save them money and claiming.

“It’s something we’re very excited about and in support of,” she said.

Council also showed great excitement for the passing of the new bylaw after the third and final reading.

The town intends to also do a public information session with Energy Efficiency Alberta which will be scheduled for some time in January and will also be doing training for local contractors in February.
