New Code of Conduct in place for Lacombe city council

A new bylaw has been adopted in Lacombe to govern the conduct of city councillors.

On Monday, the Council Code of Conduct Bylaw No. 459 was approved as required by amendments to the Municipal Government Act (MGA), with council also rescinding its former Council Policy regarding ethical conduct to make way for the new bylaw.

City officials say the MGA regulates that council must, through bylaw, establish a code to govern all councillors equally, combining core values and key principles related to the holding of public office while outlining those behaviors and conduct that members of Council are obliged to model or avoid.

Bylaw No. 459 establishes standards for councillors regarding representation of the municipality, communicating on behalf of the municipality, respecting the decision making process and adhering to policies, procedures and bylaws.

The bylaw also pertains to respectful interactions, confidential information, conflict of interests, improper use of influence, use of municipal assets and services, in addition to orientation and other training attendance.

“The purpose of this bylaw is to establish standards for the ethical conduct of council members relating to our roles and obligations as representative of the City of Lacombe, and a procedure for the investigation and enforcement of those standards,” said Mayor Grant Creasey.

“A complaint system outlining who can make complaints, the method by which complaints are to be made, the process to determine a complaint’s validity and potential sanctions for non-compliance with are also stipulated in the bylaw,” added Chief Administrative Officer Matthew Goudy.
