15-year plan

Red Deer city council to consider recommendations for Westerner Park Master Plan

Nov 6, 2026 | 11:18 AM

Red Deer city council will guide the development of the Westerner Park Master Plan on Tuesday.

They’re set to consider 13 recommendations from the Westerner Exposition Association, which is responsible for completing the plan by March 31, 2027.

The master plan sets out a 15-year vision for Westerner Park, including who it serves, what kinds of events and activities it supports, and how its land and facilities could be used over time.

As part of an agreement with Westerner Park, the city is committed to identifying the key elements the plan must address.

The recommendations are focused on four areas, including community impact, visitor experience, land and facilities, and long-term financial health.

“Council has a role in shaping the future of Westerner Park. The direction it provides on November 10 will help the Westerner Exposition Association develop a plan that reflects what matters to Red Deer and Central Alberta, from hosting major events and supporting agriculture to bringing our community together at events like Westerner Days, and achieving financial sustainability,” said Tara Lodewyk, City Manager of the City of Red Deer.

Per the City of Red Deer, these include:

  • Community & Regional Impact. Continue to strengthen its role as a gathering place for Central Alberta, bringing people together through major events, agricultural experiences, entertainment, and community traditions, while attracting visitors from across Alberta and beyond.
  • The visitor experience. Deliver welcoming, accessible, and memorable experiences that offer choice and value for visitors, while maintaining a high standard of service and ensuring every event reflects positively on Westerner Park and the City of Red Deer.
  • Land and facilities. Prioritize strategic investments that support the long-term sustainability of Westerner Park, explore opportunities to maximize the use of existing land and facilities, and improve site accessibility, navigation, and the overall functionality of the property.
  • Long-term financial health. Strengthen Westerner Park’s long-term financial sustainability through responsible financial management, strategic investments, and diversified revenue opportunities, while maintaining transparency, accountability, and meeting its financial commitments.

“Westerner Park is where agriculture, business, entertainment, and community come together,” said Shelley Flint, Westerner Park CEO. “As we look ahead to the next 15 years, our responsibility is to build on that legacy through thoughtful investments, growing opportunities, and ensuring the revenue we generate continues to support the facilities and experiences our community values. The priorities reflected in Council’s recommendations are already deeply rooted in who we are as an organization and our commitment to Central Alberta. We look forward to building on that foundation alongside our community partners, including the City of Red Deer.”

If approved, the Westerner Exposition Association will have to address the recommendations as they develop the plan.

The proposed timeline includes an update on the progress made with council next February, ahead of the deadline in March.
