Town of Sylvan Lake steps back from Rural Renewal Stream Program

The Town of Sylvan Lake will not be renewing its participation in the Rural Renewal Stream Program (RRS)

Council made the decision unanimously on May 27, 2024.

The program is offered through the Government of Alberta and aims to help employers fill vacant positions through immigration applicants.

Sylvan Lake did participate in the RRS Program with three priority goals:

  • Support businesses to find employees for difficult to fill, vacant, year-round positions
  • Attract new long-term residents to the community
  • Support growth and diversity in the community

Town officials say the result was a backlog of applications awaiting approval from the provincial government, which created a large processing workload for the Town with little gained in return. Plus, 134 of their 188 applications were for minimum wage and temporary positions rather than long-term living wage jobs.

With a living wage of $22 per hour, Town officials say the program’s stipulation that applicants live in the community where they work made finding new long-term residents difficult as they could not afford the cost of living.

On the positive side, the Town says it built stronger connections with Care for Newcomers and Catholic Social Services, and was informative about the immigration process in the event it chooses to participate in future rural immigration programs.

The Town’s administration still encourages and welcomes newcomers to the community and is advocating for changes to the RRS Program, after which they will consider future opportunities to get involved again.
