Also this week, Red Deer County council has set a public hearing date for a bylaw to adopt the Village of Delburne and Red Deer County Intermunicipal Development Plan.

This after council granted first reading to the bylaw during its regular meeting on Tuesday.

The public hearing is slated for December 11 at 1:30 p.m. at the Village of Delburne Drop-In Center, located at 2107 – 20 Street.

On April 1, 2018, a number of amendments to the Municipal Government Act (MGA) came into effect, including a requirement for all municipalities in the province that share a common boundary to develop and have in place an Intermunicipal Development Plan (IDP) and an Intermunicipal Collaboration Framework (ICF) by April 1, 2020.

Since the date that the Provincial regulations came into effect, officials say Red Deer County has been working with various neighbouring municipalities, including the Village of Delburne, to develop IDPs where none currently exist.

The Village of Delburne and Red Deer County IDP plan area is said to encompass 16 quarter sections, or approximately 2,500 acres (1,000 ha) of land that surrounds the Village of Delburne.

The purpose of the IDP is to provide high level policy direction for future development surrounding the village as well as the coordination of transportation systems such as intermunicipal infrastructure, environmental matters, the coordination of intermunicipal programs related to physical, social and economic development and a dispute resolution mechanism and procedures to amend the plan.

The proposed IDP includes, among other things, a list of shared goals, as well as a variety of policies related to future development, economic and fiscal health and community services.
