Alberta introduces legislation mandating pre-pay on gas at the pump

EDMONTON – The Alberta government is proposing a law that would make it mandatory for all drivers to pay in advance before fuelling up at the pumps.

Labour Minister Christina Gray says the plan is to have legislation in place as of June 1.

Retailers would be expected to bring in pay-at-the pump technology.

They would also be allowed less costly options such as having customers leave a deposit or a credit card before filling up.

Gray has said it’s a safety issue.

“As Albertans, our hearts break when we see incidents of violence involving workers,” Gray said in a statement. “This legislation would better protect workers and prevent violent incidents from happening in Alberta.”

Earlier this month, gas-station owner Ki Yun Jo died when he was run over by the driver of a stolen cube van as he fled without paying for $200 of gas in Thorsby, southwest of Edmonton.

Over the past three years, “gas-and-dash” incidents and robberies at both urban and rural locations in Alberta have resulted in five worker deaths and serious injuries to three other workers.

The rates of fuel theft incidents reported to police in Alberta rose between 2011 and 2015. The Alberta Association of Chiefs of Police estimates there were over 4,000 incidents across the province in 2015, an average of 12 fuel thefts per day.
