Tuesday decision

Red Deer city council to consider multi-year budgeting

Oct 23, 2026 | 7:38 PM

Red Deer city council is set to consider a proposal to move from annual to multi-year budgeting.

According to the City of Red Deer, council will consider the proposal during the regular city council meeting on Tuesday, Oct. 27.

More specifically, they’ll consider a three-year operating budget for 2028–2030 and a four-year capital budget for 2028–2031.

If approved, council could pass several years of budgets every few years, supported by annual reviews and the ability to amend future-year budgets as costs, community needs, priorities and funding change.

“Many of the decisions council makes have financial implications beyond a single year,” said Sam Mugford, Chief Financial Officer, in a media release. “Multi-year budgeting would bring more of that information into the same conversation, helping council consider service needs, infrastructure investments and affordability over a longer period.”

Per the City of Red Deer, administration’s recommendation includes:

  • A three-year operating budget covering 2028–2030.
  • A four-year capital budget covering 2028–2031.
  • Annual reviews, monitoring and opportunities to amend future-year budgets.
  • A move to four-year operating budgets after the initial three-year cycle.

If the proposal is approved on Tuesday, administration would then prepare a plan for how multi-year budgeting would work, including information on when budgets would be discussed, how they would be reviewed and updated each year, how financial results would be reported, and how residents could learn more and provide input.

“An approved multi-year budget would still need to respond to changing circumstances,” Mugford added. “Annual reviews would allow Council to consider updated forecasts and make adjustments while maintaining a clearer view of the years ahead.”

It’s important to note that the proposal, if approved, would not approve spending for the 2028–2031 period. The 2027 budget process would continue under the current annual approach.
