A member of Edmonton Police for 27 years, Coughlan joined the Government of Alberta as executive director of Law Enforcement and Oversight. He was in that role for nearly three years, from November 2023 to August 2026.

“I know firsthand ALERT’s proud history and reputation,” says Coughlan.

“ALERT is uniquely positioned in this province’s policing landscape, and it is my privilege to work with our stakeholders to advocate for the continued success of this incredible joint-forces operation,.”

During his policing career, Coughlan held two assignments with ALERT. In 2014, he helped establish ALERT’s Combined Forces Special Enforcement Unit (CFSEU) money laundering and financial crimes team. He returned to the organization in 2022 to oversee organized crime teams in Edmonton.

Coughlan was born and raised in Edmonton and is a graduate of the University of Alberta.

ALERT operates regional offices in Calgary, Edmonton, Fort McMurray, Grande Prairie, Lethbridge, Lloydminster, Medicine Hat and Red Deer.
