Released child sexual offender believed to be in Red Deer County

Alberta RCMP are warning the public of a convicted sex offender believed to be residing in Red Deer County.

RCMP were asked, but could not, at this time, be more specific about where in Red Deer County.

They do say, in the interest of public safety, that 33-year-old Kyle Soloway was released on May 19 after serving a custodial sentence for a conviction of sexual interference.

RCMP say they have reasonable grounds to believe he will commit another act of sexual violence against a child while in the community.

Soloway is described as:

  • 185 cm (6’1”) tall;
  • 71 kgs (156 lbs) in weight;
  • black hair; and
  • brown eyes.

According to RCMP:

Soloway is subject to a weapons prohibition order and is bound by an order prohibiting him from attending a public park or public swimming area where persons under the age of 16 years are present. He is prohibited from attending a daycare centre, schoolground, playground, or community centre. He is not to seek or maintain employment or volunteer in a capacity that involves being in a position of trust or authority towards persons under the age of 16.

They add that he has a history of using the internet to lure young teens to meet, and has approached girls under 16 in public to offer transportation.

“The Alberta RCMP is issuing this information and warning after careful deliberation and consideration of all related issues, including privacy concerns, in the belief that it is clearly in the public interest to inform the members of the community of Soloway’s release. The RCMP believes that there is a risk of significant harm to the health and safety of the public,” they say in a news release.

“The intent of this process is to enable members of the public to take suitable precautionary measures and not to embark on any form of vigilante action. Anyone believing that a crime has been or is about to be committed is encouraged to call police. If the matter is felt to be of an urgent nature, please call 911 to report the location and circumstances.”

Court records provided to rdnewsNOW confirm several past sentences for Soloway. From various court files, they include:

  1. One-year sentence for a charge of Sexual Contact with Child (guilty plea)
  2. 90-day sentence for a charge of Theft of a Motor Vehicle (guilty plea)
  3. One-year sentence for charges of Possession of Stolen Credit Card (x2), and Housebreaking with Intent (guilty plea)
  4. One-year sentence for a charge of Invite to Sexual Touching (guilty plea); included two-year peace bond starting in June 2024

In addition, the courts confirm Soloway is subject to an arrest warrant under section 810.1 of the Criminal Code of Canada. This is what the RCMP utilize to report the information about him post-release, and says:

810.1 (1). Any person who fears on reasonable grounds that another person will commit an offence under section 151 or 152, subsection 153(1), section 155, subsection 160(2) or (3), section 163.1, 170, 171, 171.1, 172.1 or 172.2, subsection 173(2), section 271, 272, 273 or 279.011, subsection 279.02(2) or 279.03(2), section 280 or 281 or subsection 286.1(2), 286.2(2) or 286.3(2), in respect of one or more persons who are under the age of 16 years, may lay an information before a provincial court judge, whether or not the person or persons in respect of whom it is feared that the offence will be committed are named.
