Public Hearing set for temporary shelter, undisclosed location chosen for permanent

At their final meeting of the year on Monday, city council was able to advance its plans for both the permanent and temporary shelters in Red Deer.

Originally with five potential locations for the permanent shelter, council not only narrowed the list to two locations, but settled on one in particular in Monday’s in-camera portion of the meeting. Council voted 6-3 in favour of the new location, with Mayor Ken Johnston, Councillor Dianne Wyntjes, and Councillor Vesna Higham voting against.

Although site details have not been shared with the public as of yet, Interim City Manager Tara Lodewyk estimates the information will be brought to light in January 2022 with opportunities for the public to provide feedback, either in a public hearing or a permitting process.

In the meantime, an online Public Hearing has been scheduled during the council meeting of Jan. 17, 2022 at 4 p.m. for the temporary shelter.

Following council’s approval of first reading of a Land Use Bylaw amendment, the hearing will seek to gain the public’s opinion on continuing to operate the temporary emergency housing site at Cannery Row (5239 53 Ave.) until Feb. 1, 2024, providing approximately two years for a permanent shelter to be built. After researching other solutions, the city reported no other locations were possible for a temporary shelter.

While Safe Harbour’s site permit was set to expire for the shelter on Sept. 30, it was given an extension until Feb. 15, 2022, by the city’s declaration of a State of Local Emergency (SOLE).

Neighbors within 100 metres of Cannery Row will be receiving a letter from administration to share their opinion on the amendment and the general public is also invited to submit feedback during or before the hearing.
