City required to create registry for petroleum tanks

The City of Red Deer is now responsible for creating and managing a registry system for petroleum tanks.

This comes after the Alberta Safety Codes Council mandated last June that municipalities would take over the task from the Petroleum Tank Management Association of Alberta (PTMAA).

There are just over 400 tanks in the city, with 294 of them requiring an annual registration certificate because they are larger than 2500 litres. Those needing registration sit on a total of 110 different sites, with 179 properties city-wide where tanks are present.

“There are a number of businesses which own petroleum tanks, usually in the industrial areas, but also gas stations and tank farms,” explains Tim Kivell, fire marshall, Red Deer Emergency Services.

“A petroleum tank is used for the storage of flammable and combustible liquids like gasoline or diesel, and some used oil. Repair shops, if they do lots of oil changes and need to store used oil, which is considered a Class 3 combustible liquid, they require to store it on site and will have a tank, usually outside the building.”

Those who own tanks will pay a $75 fee annually per tank, effective Jan. 1, 2021. There will be no costs or interruptions to existing permits in the interim as the registry is finalized.

The City will bear the cost of creating the registry, but is anticipating revenue of just over $22,000 from fees each year. The old PTMAA fee was $65 annually.

Other municipalities who must create registries are Calgary, Medicine Hat, Spruce Grove, Wood Buffalo, Edmonton, Lethbridge, Olds and Leduc County.
