Council briefs: Electric utility bylaw, amendment to Kentwood Northeast NASP, and more

Oct 28, 2026 | 2:31 PM

Electric utility bylaw

Red Deer city council unanimously passed all three readings of its 2026 electric utility bylaw on Tuesday.

As a result, customers will see a 20-cent per month increase for those receiving Rate of Last Resort or Default Supply service beginning Jan. 1

The city stated that this does not mean the entire bill will increase by 20 cents and bill impacts will vary from customer to customer.

The rates help cover the cost of operating and maintaining the system that delivers electricity to Red Deer homes and businesses.

The changes include updated delivery charges, the previously approved Local Access Fee increase and an administration charge adjustment for some customers. They added that bill impacts will vary.

Notice of motion on Waste Management Reserve Transfer

Red Deer city councillor Kraymer Barnstable introduced a notice of motion that proposes a one-time $5 million transfer from the Waste Management–Landfill Capital Reserve to the Capital Projects Reserve.

The motion is scheduled for Council’s consideration on November 10.

Kentwood Northeast Neighbourhood Area Structure Plan Amendment

City council approved first reading of two proposed amending bylaws.

One was a correction to the Kentwood Northeast (Kingsgate) Neighbourhood Area Structure Plan (NASP), and the other is a zoning change in the zoning bylaw.

The proposed Kentwood Northeast (Kingsgate) NASP amendment corrects a mapping error to the land use concept map made in a previous amendment in July 2026.

Meanwhile, the proposed Zoning Bylaw amendment rezones a portion of 7920 52 Avenue and 8040 52 Avenue from Future Urban Development Zone: A-1 to Residential Narrow Lot Zone: R-N to allow for future narrow lot residential development in alignment with the intended land use concept map in the Kentwood Northeast (Kingsgate) NASP.

A public hearing is set for December 8 before final approval is considered.
