Bower Woods rezoning goes ahead at Red Deer city council meeting

Red Deer city council unanimously approved to rezone a portion of undeveloped land located on 2820 40 Avenue in the eastern edge of the Bower Woods neighbourhood.

Council passed second and third readings of the zoning bylaw amendment following a public hearing on Tuesday evening, which rezones the land from a future urban development zone to a residential medium density zone and a residential high density zone.

Council passed first reading on April 14.

Rezoning the land also aligns with the recently adopted Bower Woods Neighbourhood Area Structure Plan, which was adopted in September 2025.

The site is currently undeveloped, and the rezoning enables a future residential area in the neighbourhood along that roadway.

Though council passed the zoning bylaw amendment, subdivision and development permits will be required at a later stage.

The rezoning application was supported by city administration; and after 27 information packets were sent out to landowners within 100 metres of the site, one letter was received in opposition.

The landowner against the application, who lives across the street from the land site, voiced concerns of a loss of privacy and increased noise.

Council also passed second and third readings of a separate zoning bylaw amendment to streamline the development permit process for excavation, stripping, and grading following a public hearing.

The amendment, administration says, promotes development with less red tape and more flexibility. It also provides clearer regulations that will allow for faster processing and improve development timelines.
