The following decisions were made by Red Deer City Council during their December 16, 2025, meeting.

PUBLIC HEARING:

Zoning Bylaw 3357/E-2025 – Rezoning 6850 52 Avenue from 1-1 to 1-C (Second/Third Reading)

• City Council approved second and third readings of Zoning Bylaw 3357/E-2025, which proposed rezoning the property at 6850 52 Avenue from Industrial Business Service (I-1) to Industrial Commercial (Mixed-Use) (I-C). The bylaw aligns with City policies and reflects the area’s gradual transition toward mixed industrial and commercial uses.

Downtown Business Association 2026 Budget Postponement

• City Council approved postponing consideration of the Downtown Business Association (DBA) revised 2026 Budget to the January 13, 2026, Council meeting. The postponement allows time to complete additional consultation. This follows Council’s November 24, 2025, direction to reduce The City’s grant to $100,000 and set the Business Improvement Area tax levy at $200,000.

BYLAWS:

Bylaw 3737/2025 – 2026 Paved Network Roadway Management Program

Bylaw 3738/2025 – 2026 Storm Water Infrastructure – Annual Program

• City Council approved first reading of two tax-supported borrowing bylaws that would allow The City to borrow up to $7.21 million for the 2026 Paved Network Roadway Management Program and up to $6.94 million for the 2026 Storm Water Infrastructure – Annual Program, if and when the funding is needed.
• Approval of these bylaws does not commit The City to immediate borrowing but ensures the necessary authority is in place, in compliance with the Municipal Government Act and within Council’s approved debt limits, to allow projects to proceed as planned during the 2026 construction season.

REPORTS:

Westerner Exposition Association (WEA) – Financial Services

• Council approved the Postponement and Assignment of Claim in favour of ATB Financial Services. This approval was needed to finalize the previously approved transfer of WEA’s banking services from CIBC to ATB and does not increase the City’s financial exposure or change the ranking of security.
