Red Deer city council approves resolution on paid parking system in downtown

City Council has unanimously approved a resolution for administration to gather further data and feedback on the paid parking system in downtown Red Deer.

The motion, which was first brought forward by Councillor Bruce Buruma on May 20, was discussed among council members at their regular council meeting Monday.

The motion stated that the current paid parking system has brought challenges and has raised concerns among residents. Businesses also expressed that the paid parking system has discouraged customer support for downtown businesses.

The motion stated that despite efforts to address these issues, challenges remain in delivering a business-friendly, citizen-centered experience.

The city entered into a five-year service agreement with the parking system company with more than two years remaining. This came after the city received $2.7 million in provincial grant funding to support capital costs.

The approved resolution states that by Q3 of this year, and annually thereafter, the city will provide council with:

  • A consolidated financial statement of parking operations to support prudent, data-informed business decisions;
  • A report on key performance indicators and usage targets for downtown parking, informed by smart data, citizen feedback, and engagement with businesses;
  • Information on the provincial grant and contractual obligations to guide future decisions regarding the continuation, modification, or suspension of the paid parking system;

Council also discussed a further resolution that an Ad Hoc Committee be established but it was defeated.

If approved, the committee would have been formed to develop a strategic downtown parking plan that reflected business and citizen input and align with the broader interests and strategic direction of the city.

Furthermore, while discussing Councillor Buruma’s motion, Councillor Vesna Higham put forward a motion to make downtown parking free for all seniors aged 65 years and older.

They’d do so by having seniors register a license plate with administration to access free downtown parking thereafter. However, that motion was defeated.
