Sylvan Lake joins Red Deer Regional Emergency Management Partnership Agreement

The Town of Sylvan Lake has agreed to join the Red Deer Regional Emergency Management Partnership Agreement involving eight municipalities.

At their meeting on Monday, council approved the report recommending joining the partnership.

The Town says they have been a member of a regional emergency management group since 2017 involving Red Deer County, Town of Bowden, Town of Innisfail, Town of Penhold, Village of Delburne, and Village of Elnora.

Although they were also in a group with the Summer Villages of Norglenwold, Jarvis Bay and Half Moon Bay for a couple years, officials say the summer villages have chosen to remove themselves from the partnership.

Instead, the regional partnership group has recently added the City of Red Deer, which was approved by city council on March 6.

These changes led to the creation of the Red Deer Regional Emergency Management Partnership and the proposal of a new Agreement for the membership. The partnership will require all participating local authorities to pass their own bylaw amendments and endorse the Agreement.

In such a partnership, the agreement states all costs and expenses associated with responding to an incident would be the responsibility of the municipality where the incident occurred, including applying for disaster financial assistance and recovery funding. Local authorities responding outside of their jurisdiction would be able to seek cost recovery reimbursement from the requesting municipality.

Municipalities would retain decision making authority for their respective municipalities and would be responsible for declaring a state of emergency if they wish.
