County council takes first look at rules for retail cannabis sales

Red Deer County is one step closer to determining how it will govern the retail sale of cannabis.

On Tuesday, council passed first reading of a bylaw amendment which adds ‘retail cannabis sales’ as a discretionary use and sets out several stipulations.

The regulations are fairly similar to what most other Alberta municipalities are considering right now, including:

-No consumption of cannabis on site
-Garbage containers shall be fully enclosed
-Products must not be visible from the outside
-Drive-through windows are prohibited
-Locations may only be open from 10 a.m. to 10 p.m.

Most notable are the setbacks council is considering for retail cannabis sites.

As of first reading, retail cannabis sales shall not be located within 100 metres of a school, nor within 100 metres of a public health care facility.

A County spokesperson says council had some discussion around this, as Red Deer city council is currently considering setbacks of 300m for those types of locations, as well as for indoor rec. facilities, other cannabis stores and daycares.

One-hundred metres is more in line with what Calgary and Edmonton are considering.

To operate a retail cannabis site, applicants must first receive approval from the Alberta Gaming and Liquor Commission.

A public hearing is scheduled for Tuesday, May 8.
