Council gives initial approval to rezone site of former gas station

Red Deer city council gave initial approval to rezone a lot that contains a former gas station from a commercial zone to a residential medium-density zone.

They unanimously passed first reading of the bylaw at Tuesday’s regular city council meeting to rezone the property at 4745 and 4749 32 Street in Red Deer.

However, the bylaw still has to go through second and third readings before it’s finalized. A public hearing will be held at a later date, which the city has not yet set.

The property, which is located in the South Hill neighbourhood east of Gaetz Ave, was home to a gas station and convenience store that closed nearly a year ago.

The owner is proposing to rezone the property because the gas station and associated buildings have reached the end of their lifecycle and require substantial upgrades.

The owner wants to remove the structures and transition the site to a residential use that aligns with the surrounding residential uses. The landowner owns the property and the surrounding townhome rental development located at 3110 47 Ave.

Administration supports the proposed amendment, which would create an opportunity for additional housing in an established neighbourhood.

Administration said in council documents that Phase 1 and Phase 2 Environmental Site Assessments have been completed for the site to ensure that the land is suitable to transition from commercial to residential land uses. No concerns were identified.

They explained the applicant will be required to apply for a development permit if the rezoning application is approved.

In addition, no concerns were expressed by administration or submitted by surrounding neighbours.
