Resident concerns addressed in proposed changes to Timber Ridge Neighbourhood Area Structure Plan

Red Deer residents have been listened to as proposed changes to the Timber Ridge Neighbourhood Area Structure Plan (NASP) have been adjusted, in accordance with concerns raised.

At Monday’s meeting, council passed first reading for a new Land Use Bylaw Amendment for the area.

On March 28, council tabled the applicant’s initial amendment request as some residents voiced opposition during a public hearing towards the moving of a green space, and changes to parking, road alignment, and landscaping, among others.

Council directed administration to meet with the developer and the community to see if there was opportunity to address their concerns.

New housing types for Timber Ridge Neighborhood

The Applicant has since revised their plan; with some of the changes including:

  • Park site: The keeping and expanding of a park site, facing houses along Teasdale Drive.
  • Road alignment/reversal of intersection: the reversal of replacing a portion of the park site with a road and intersection on Teasdale Drive.
  • Zoning: The initial proposal replaced 65 Medium Density lots with 80 Small Lots. The new proposal allocates a majority of lots as Residential Low-Density District, with minimal Residential Small Lot, Residential (Narrow Lot) District and Residential (Semi-Detached Dwelling) District to maintain a variety of housing types.
  • Density: the revised plan reduces the residential density, as a result of the changed housing types.
  • Parking: Concerns of lost parking on Teasdale Drive with the moving of the park have been addressed with a park expansion along the road, accommodating for parking on both sides of the street.

After circulating the changes to landowners within 100m, feedback via four emails to administration was deemed to be satisfactory, according to City officials. Administration says they are exploring opportunities to address the remaining concern of timing for the park’s development as the NASP has been in the works for the past 10 years.

As a result of the NASP changes to the original request given first reading by council on February 28, a new Bylaw Amendment has been requested. With the support of administration and first reading passed again by council on August 29, a new Public Hearing will be held at council’s next meeting on September 26.
