Trial date set for one of three charged in drug investigation at Bowden Institution

One of three people charged after a year and a half long drug investigation at the Bowden Institution is going to trial this fall.

Raymond James Foss, 32, of Slave Lake, AB, is scheduled for trial in Red Deer provincial court on Oct. 4, 2022.

RCMP say institution staff began looking into suspicious activity in Nov. 2019.

A search was conducted that resulted in the discovery of hidden contraband. Packages contained fentanyl, methamphetamine, cannabis concentrates and tobacco, police say.

Innisfail RCMP led the investigation alongside Bowden Institution’s security intelligence office, and Slave Lake RCMP.

Raymond Foss, 32, Braden Foster, 31, and Joshua Laboucan, now 24, all of Slave Lake, were charged with:

  • Trafficking a controlled substance, contrary to the Controlled Drugs and Substances Act (x2),
  • Distribute Cannabis, contrary to the Gaming, Liquor and Cannabis Act, and
  • Trespass by night.

Foster is scheduled for arraignment in Red Deer provincial court on June 6, 2022, while charges against Joshua Anthony Laboucan were withdrawn on Oct. 21, 2021.
