Rezoning approved for proposed resort-style condos at Pine Lake

Proposed plans for resort-style condominiums along Pine Lake have taken another step forward.

Following a public hearing on Sept. 17, Red Deer County council approved second and third readings of a bylaw to rezone 44.13 acres of land along the lake’s southwest shore from Agricultural District to 22.02 acres of Resort Residential, 0.8 acres to Commercial Recreation and 8.01 acres to Public Utility.

County officials say the redesignation of the lands is in accordance with a previously approved Local Area Structure Plan.

Officials say the proposed Aspen Shores multi-lot subdivision would be serviced by onsite communal water and wastewater, with access via Highway 42 and South Pine Lake Road. Other major routes would include access from Highway 816 onto local township roads and range roads.

Currently, County officials say a mix of year-round residential and resort residential parcels surround Pine Lake.

However, according to County planning manager Treena Miller, area residents did share concerns about the proposed development during the public hearing on Tuesday.

Concerns received by the County include over population, increased boat and road traffic, the safety of lake users, lack of infrastructure, and the development’s possible effect on lake water quality, wetlands, wildlife, the surrounding ecosystem and overall environment.

Miller says the next step for the developer is to now make an application for subdivision.

She says the Subdivision Authority will have several factors to consider, including the land’s topography, soil characteristic, storm water collection and disposal, any potential for flooding, land erosion, road accessibility, waste disposal and water supply among others.

To this point, Miller says the Applicant has not submitted the subdivision application.

However, Miller adds once the application is received, Red Deer County will send a notice to adjacent landowners allowing them 30 days to provide comments.
