County takes over Elnora Fire Dept., works on IDP with Delburne

Council for Red Deer County has approved a request from the Village of Elnora to assume responsibility of the Elnora Fire Department and provide fire protection services to the community moving forward.

For many years Red Deer County has contracted the Village of Elnora Fire Department to provide fire protection within a defined fire district within the County.

Red Deer County also provides apparatus for the Village, as well as annual operating funding, with three of the four apparatus operated by Elnora Fire currently owned by Red Deer County.

An analysis of the three most recent years of operation (2015 to 2017) shows 111 of 149 or 74 per cent of EMS, fire/rescue or motor vehicle calls are in the county and not the village.

According to officials, from 2015 to 2017, the County provided $126,730 in operating funds to the Village of Elnora.

A new agreement between the communities will result in The Village being responsible to provide the fire station, including all utilities and maintenance and to turn over all village-owned equipment and apparatus to the County.

Also this week, Red Deer County council has set a public hearing date for a bylaw to adopt the Village of Delburne and Red Deer County Intermunicipal Development Plan.

This after council granted first reading to the bylaw during its regular meeting on Tuesday.

The public hearing is slated for December 11 at 1:30 p.m. at the Village of Delburne Drop-In Center, located at 2107 – 20 Street.

On April 1, 2018, a number of amendments to the Municipal Government Act (MGA) came into effect, including a requirement for all municipalities in the province that share a common boundary to develop and have in place an Intermunicipal Development Plan (IDP) and an Intermunicipal Collaboration Framework (ICF) by April 1, 2020.

Since the date that the Provincial regulations came into effect, officials say Red Deer County has been working with various neighbouring municipalities, including the Village of Delburne, to develop IDPs where none currently exist.

The Village of Delburne and Red Deer County IDP plan area is said to encompass 16 quarter sections, or approximately 2,500 acres (1,000 ha) of land that surrounds the Village of Delburne.

The purpose of the IDP is to provide high level policy direction for future development surrounding the village as well as the coordination of transportation systems such as intermunicipal infrastructure, environmental matters, the coordination of intermunicipal programs related to physical, social and economic development and a dispute resolution mechanism and procedures to amend the plan.

The proposed IDP includes, among other things, a list of shared goals, as well as a variety of policies related to future development, economic and fiscal health and community services.
