Red Deer County awards tender for third phase of Airport Drive project

Red Deer County’s council has awarded the rural portion of Phase Three of the Airport Drive project to Border Paving Ltd. at a tender price of $5,523,295.84 including GST.

The motion to approve the contract was carried unanimously in the March 11 regular meeting of county council.

Phase Three includes final concrete works, road base construction, road and intersection upgrades and final paving.

Work is expected to begin in the spring of 2025 and has a specified completion date of Sept. 15.

The first phase of the project included a reconstruction of the existing Airport Drive from the Fire Hall in Springbrook to the northeast end of the existing infrastructure. The second phase saw the installation of underground utilities and road sub-base preparation from the end of Phase One work to Township Road 374.

This third phase is to connect and complete the project from the start of the Phase One region to the end of Phase Two at C&E Trail.

Tender for the project was open from Jan. 28 to Feb. 25, during which five bids were received. Administration explained that when ranking bids based on price, experience and references, and work schedule, Border Paving Ltd. was found to have the best score. It was also the lowest bid received, compared to the highest bid of $6,963,655.39.

The County expects this project to be fully funded by provincial grant funding as it has already been identified and approved in the province’s capital budget.
