Red Deer Votes: Meet your city council candidates

Municipal election day is Oct. 18 across the province, with Albertans electing city and town councillors, mayors, reeves and school board trustees.

Advanced polling has also begun.

In Red Deer, there are 30 candidates for city councillor, with eight seats up for grabs — not counting the mayor’s seat.

rdnewsNOW reached out to all of them, asking one question: If elected to Red Deer city council, what would be your focus, and how would you make a difference?

Below are answers from the 26 candidates for city councillor positions who responded, in alphabetical order (by last name). Candidates were asked to respond in 225 words or less, with answers unedited for grammar and spelling, and not fact-checked.

GRAHAM BARCLAY

“If elected my focus as a new Councillor will be to bring change and life back to Red Deer. Downtown will be improved with a team effort, innovative projects, City investment, agency assistance and business attraction. A crime and policing audit will take place to gather important information to adjust and change so that results will improve. Citizens need to feel safe and protected and this will happen again with enhancements on many aspects of our policing budget. Together we will improve the results we receive on our advocacy efforts. Our relationship with our neighbors and Province needs to improve so that we attract financial assistance, respect, and new projects to grow our wonderful city. Economic Development is an important subject and one that I take very seriously. I have already formed a business advisory council that if elected will begin this winter. These business leaders will let us know what is hindering our economic progress. We need to listen to the leaders and experts in Red Deer to change what is not working. On the bigger scale I will work to bring in large and more diverse types of companies. This will take cooperation with the airport, rail, CAEP, and our neighbors. This has started, and they look forward to working with a new Councillor that will move Red Deer Forward & Together.”

KRAYMER BARNSTABLE

“I began my time in Red Deer in 2009 when I was selected to play for the Red Deer Rebels. I fell in love with this city and when I had an opportunity to return in 2013, it was an easy and exciting decision.

I believe Red Deer has been moving in reverse over the past few years. We have seen businesses leave, our homeless population grow and crime increase. It is time to vote for new faces and fresh new ideas to get Red Deer back on track.

If voted in, I promise to focus on 4 key platform responsibilities:

First and foremost, I want to make sure Red Deer is fiscally responsible. We need to manage and eliminate debt while capping, or better yet, lowering taxes for Red Deerians.

Second and thirdly, we need to revitalize downtown while also encouraging business and job growth throughout the city. The current council has implemented band-aid solutions that have resulted in businesses fleeing and crime rising. This needs to change and it needs to change soon.

Lastly, I pledge to be a voice for Red Deer’s youth.

“If I was elected to Red Deer city council, my focus would be to listen to each and every citizen. I would be available and responsive to all queries and concerns. I believe in working together, at the grassroots level, to ensure Red Deer is a safe and secure place to live and visit. We have so many beautiful trails and parks but they’re often marred by misuse and subsequent garbage. Encampments and other blatant trespassing is occurring throughout the city. Homes and businesses are repeatedly being broken into. I would band together and lobby higher levels of government for more stringent laws and consequences in order to reduce crime by repeat offenders.

Furthermore, we need to seek out and secure the monies the provincial government has ‘promised’ us ($100 million for hospital redevelopment project that was to start this year in 2021 and initial $5 million towards a 75 bed recovery community). I would chain myself to a tree or do whatever is necessary to get these funds and initiatives going. I am all about efficient and effective fiscal management but moving forward, with business retention and development, is essential, as are growing facilities and amenities in our fine city. “As councillor my main priority will be to focus on crime reduction. Taxpayer funded resources that enable drug addiction must be curtailed. These policies have done nothing but attract more addiction and homeless to our city from other areas of the province. The inevitable crimes committed to pay for the addicts’ constant need for their supply of drugs is what has our communities falling apart, and has rendered our downtown almost unusable for citizens and businesses alike. Also, organized crime is the biggest beneficiary from the sale of stolen goods and the drugs purchased.

Hospital funding and expansion,extension of Molly Banister,more accessibility for elderly and disabled persons to outdoor amenities,freeze and eventual reduction of property tax and proper snow removal procedures are all priorities as well. No to mandatory vaccines for city employment and use of city owned facilities. Stop the overreach and division.”

CRAIG CURTIS

“My approach would be proactive not reactive.I would make a difference in the following critical areas.

· Economic Development

Red Deer has according to its citizens a great “quality of life” and has been ranked one of the most livable cities in Canada. However, the city and the downtown in particular has been impacted by crime and inadequate facilities for the homeless. These must be addressed for the downtown to be revitalized.

· Housing and Shelter

We need an integrated shelter with on-site wraparound services and funding was announced two years ago. Meanwhile, people will go unhoused while a permanent shelter is built. I will immediately address a temporary solution and fast-track construction of the new facility.

· Environment

Red Deer must address the impact of climate change with real action. All projects and activities need to be examined through an environmental lens, ensuring the city upholds its responsibility to reduce its carbon footprint.

· Diversity, Inclusion and Reconciliation

We must hasten progress on the Calls to Action outlined by the Truth and Reconciliation Commission. An ally to those marginalized by income, race, sex, gender, or age, I will continue to denounce hate speech and any form of racism, including institutional racism, and advocate to ensure our workforce and community provide equal opportunity.

It would be my honour to be elected and serve this City in a new role.”

MICHAEL DAWE (INCUMBENT)

“I am a life-long, fifth generation resident of Red Deer. Therefore, our community is very important to me. I have been very active in such things as the last elected chair of the Red Deer Regional Hospital Board, co-founder of the Regional Hospital Foundation, member of the Red Deer East Rotary and history columnist for local newspapers. Since my election to City Council in 2017, I have served on such committees/boards as the City Audit Committee and the Family and Community Support Services F.C.S.S.) Board. In 2014, I honoured as Red Deer’s Citizen of the Year.

I believe in greater public accountability, including an increase in the amount and quality of information available to the public. I strongly support strict budget and spending controls during these tough economic times – spending on the “need to have”, not the “nice to have”. Increased community safety and greater crime control is critical – people need to feel safe and that their property is protected. I strongly support a healthy local environment, particularly with our parks and trails system. Given my background, I will continue to be a determined advocate for major improvements at the Red Deer Regional Hospital.”

VICTOR DOERKSEN

“· Many will remember me from my days as MLA for Red Deer South … other significant roles for me include the Red Deer Hospice and other Community Boards, Executive Director of CARE, Director of Finance at Etana, small business, and banking. That just proves that I am familiar with multi-billion as well as small dollar organizations. My best quality is that I show up, work hard, collaborate, and make decisions.

· The implementation of mandatory vaccines in our city is a defining issue … no one should be coerced through manipulation, fear of their jobs, or be excluded from Society because of a personal health decision. Fight the virus, not each other.

· The implementation of both the Restrictions Exemption program and the vaccine mandates for city staff and volunteers was made without a vote by city council. Decisions of this magnitude that impact such a large number of our citizens should be brought to council. Clearly the governance model needs a review.

· We need to take a hard look at the city acting in the developer role … we cannot afford to strand our investment in Timberlands or Capstone.

· I’ll bring a levelheaded approach to Council decisions with a focus on infrastructure (roads, water and sewer, parks and recreation) and economic underpinnings as we adapt to a new reality of doing business.”

GRACE JOY ENGEL

“I already hold myself accountable to the City Of Red Deer, I believe each person here deserves encouragement, empowerment and an un judgemental listening ear. As a city councillor for Red Deer employment and economic diversification is a huge priority. I recognize the imminent need for an emergency trauma centre and for inclusive mental health and rehabilitation instead of the safe injection bandage. HOWEVER; I believe employment is most critical. Being employed empowers people, it lessens the rates of theft, violence and overdoses significantly. Financial stability is one of the most argued over subjects in relationships. The feeling of financial failure is statistically proven to lead to suicides and addiction issues. As a member of City Council I believe my straight forward nature will remove confusion and help get Red Deer on track.”

SARAH HARKSEN

“If elected into City Council, my main focus would be to start bringing order to our City. This includes communication, understanding and accountability. Our crime is getting worse, we have a Opioid Crisis, our Citizens are being segregated and we are losing revenue and structure in our City. We have businesses leaving to Gasoline Alley because of lower property taxes and zoning conflicts. These need to be addressed by offering grants, lower start up fees, and lower taxes etc. We need to start addressing our needs vs our wants and we need to start building a healthy, and safe City for all Citizens. Bringing Law and Order into our City is the biggest priority, and I strongly believe this can be achieved by budgeting more Officers in areas of concern. If elected I strongly believe that I would make a difference because of my stance on accountability, honesty and communication. I am a loyal and understanding Citizen much like everyone else, and I understand what struggle is . I want to bring revenue into our Community so everyone can establish foundational roots. It’s time for change in our City, so vote on October 18,2021 for a new perspective in council.”

VESNA HIGHAM (INCUMBENT)

“Apart from the ongoing health system capacity crisis occasioned by the ongoing pandemic (Central zone has nearly as many active cases this week at 3,180 as Edmonton with ten times the population at 3,531), the two most pressing needs we have in our community at the moment are crime/social disorder and business retention/development.

First, we need to get the shelter and OPS out of the downtown core. Second, the single greatest need to mitigate the social disorder impacts in our community is to consolidate shelter and related social services into one permanent, integrated shelter program – with a focus on addictions treatment versus ongoing facilitation with no recovery plan.

Third, given skyrocketing Federal/Provincial debt and rising inflation, pandemic hardships on our business community are ongoing and exponential. Now more than ever, we need prudent spending and a simplified regulatory environment City Hall as we continue to navigate residual Covid impacts to our economy.

In closing, an elected official is first and foremost a public servant who must be accessible and accountable to the people. I bring integrity, experience, and common sense to the Council table. I work hard, study diligently, and make decisions based on what I believe is in the best interests of our community on any issue – that’s my highest priority and commitment. CINDY JEFFERIES

“There is no doubt we are living in challenging and uncertain times. We need strong leaders who will represent the needs of our citizens and businesses. Managing challenges in the short term, while positioning Red Deer as we emerge from the pandemic, will require courageous and creative leadership.

If elected to city council, I would focus on the following priorities:

  • addressing the need for a permanent shelter for people experiencing homelessness and/or addictions
  • energizing and revitalizing our downtown
  • economic development through business retention and attraction
  • advocating for the needs of our community
  • healing and reconciliation with Indigenous people
  • encouraging our community to be a safe and caring place

The opportunity to help build, and be part of, a strong team on council and to encourage the important work of the city staff excites me. I am a relationship builder. I believe we make the best decisions when we work together.

Being elected to city council would be an honour and a privilege. My focus will be youth engagement and involvement, revitalising downtown, and stimulating community prosperity. “Our city must seek smart, bottom-up change and a willingness to listen to people who live in our neighbourhoods, who work on the front lines, and who run our small businesses

Red Deer is a great place to raise a family. Yet our past city council did not have a voice of young families. Raising a family is hard enough, so we must make sure that government doesn’t make it more complicated. My wife and I are committed to raising our kids, who are 7, 5 and newborn as well as twin 3-year-old foster kids, in Red Deer. As a young father, I will be promoting this city across Alberta. Red Deer, the ‘City in a Park’ has so much to offer young families, and we are living proof.

As a city, we must seek to say yes to innovators rather than defaulting to “no” or “maybe later.” This has been driving away business and stalling critical infrastructure projects (like the permanent homeless shelter). We must do better! Past councils didn’t have the political will for a concerted effort to reduce red tape within the city. Governments are typically far more comfortable adding regulations rather than removing them – but this must be done to see Red Deer grow into the great city we know it needs to be.

Red Deer can be so much more.”

RYAN LALOGE

I offer a different perspective on local issues that matter to all residents, and those who work in activities not centered on our community. I have never ran for public office before. Like many residents I did not grow up in Red Deer as my parents left the City 45 years ago. Individuals new to Red Deer in the last 20 years need representation and I bring alternative perspectives to council.

My focus includes the level of crime and drug use in our downtown core. Residents should be able to feel safe in the downtown streets. Policing and other services should be effective and ensure measurable progress is achieved. I am concerned that property taxes and business taxes have not been competitive. We should not be taxing businesses to a point that they are unwelcome in downtown and relocating to Gasoline Alley, especially in a virtual economy. Red Deer has more potential than most cities, providing we stick to the basics on budget and growth. There are no reasons to mimic Edmonton or Calgary. The future requires a step back from the past to ensure younger families are welcome here.

LINDSAY LAROCQUE

“After years of wondering why city council makes the decisions it does, I decided to run so I would have firsthand information and a say about how the city is managed. My priority is to ensure that the city spends and budgets responsibly. I want to ensure that city funds are used efficiently, and that wasteful spending is eliminated. We need to consider most of our residents when deciding where funds should be allocated. I will work hard to represent the city and all the citizens who call Red Deer home with integrity and responsible, informed decision making.”

LAWRENCE LEE (INCUMBENT)

“My primary focus for the first 100 days of the next Council term is to ensure solid foundational governance. Having elected a new Mayor and Council, Red Deerians need to have the confidence that they have selected a good team to advocate for the city. Hospital expansion, crime reduction, local ambulance dispatch, integrated shelter service, housing and our relationships with our neighbouring municipalities depend on a solid Council as we rely on coordinated advocacy with the Provincial and Federal governments to improve in these areas.

While I’ve served Red Deerians as a second term Councillor, I’ve recognized my roles in senior management, national boards and numerous community committees as assets which I’ve relied upon during the past few years of trying times. As we move beyond the pandemic, we must be cognizant that our progress is a collective responsibility. Low taxes can be achieved by attracting new business and residents. Red Deer has grown accustomed to finding operational efficiencies to maintain sustainability of the current service levels. Innovation and creativity are paramount to continue along this path, and must be emphasized with the hiring of a City Manager who complements the vision we all desire. NICOLE LYDIARD

“If elected to city council I will support the building of a vibrant opportunity focused city in which everyone has the chance to thrive. Collective wellbeing is my focus, and I will bring a critical thinking empathetic perspective to city council discussions needed to provide meaningful action for progress. I will support our community by creating economic certainty, predictability and incentives for investors. Ensuring equity and access for all, which as a nurse manager, volunteer, coach, mom and seniors advocate can speak to through experience and perspective. I will address social and economic disparity by providing needed change to improve support, access and reduce discrimination. I will make a difference as your councilor by being a part of building a healthy community that encourages aging in place, wellness, innovation and growth. JASON MACDONALD

I have been a resident of Red Deer for 22 years. My wife Kelly and I have raised our four children here and we have been business owners in the downtown area for fourteen years.

I studied Criminology at Mount Royal University and moved on to work for the Federal Government in Corrections for 10 years. We once saw Red Deer as an up and coming city that was a safe place to raise our kids. In recent years we have watched our city follow a downwards trend caused by an old way of thinking that does not support the values that brought us to the city in the first place.

Businesses are leaving our city and relocating to places where it is easier to conduct business due to lower crime rates and fewer regulatory requirements. Residents feel unsafe due to the rise in crime  and the growing homelessness and drug problems our city is experiencing. It’s time to offer increased affordable housing to reduce homelessness while getting tough on drugs and crime in our city.

I believe that growth comes from within. To support this growth, we need to supply or community and businesses with a municipal framework built to succeed. My focus would be simply encouraging diversification of our local economy to more sustainable sources, manufacturing, tech, food production the retrofitting of our existing oilfield infrastructure to alternative energy sources. We cannot allow our current commercial and industrial parks to be unmaintained and fall into disrepair. We need to make Red Deer as self sustaining as possible to keep the money local and to provide employment, to pass these savings on to our community.

I will help keep businesses downtown locally owned and operated as much as possible and of course would work to make the city a safe and accessible place for all.

I know that I can make a difference, because I love this city, I have lived here for most of my life. With my background in Project Management and Maintenance Management I believe will contribute to future projects, building and infrastructure to help save money. My knowledge of the city from growing up here, and knowing the people, I believe I have a clear understanding of what Red Deerians are looking for and what they require to have a better future.

I vow to really listen to anyone who is willing to share their perspective and viewpoint’s by engaging as many people as possible to find the truth and make things right for Red Deerians and humanity as a whole.

“As a seven year Red Deer resident, who is very passionate about the city’s currentissues and opportunities, I hope to shift focus to protect small local businesses, create a fostering environment for new business ventures, rehabilitate the downtown core and bring forth a detailed solution to the homeless issue.

As a part of my platform, I want to focus on economic growth with employment generation, crime reduction, youth empowerment.

Economic Growth: As the oil field industry has cyclic ups and downs, Red Deer needs to diversify into new trades like supply chain and technology. Red Deer is centrally located based on the population map of Alberta and would have the advantage of economically controlling the distribution channel in Alberta from Red Deer. We can present this to companies to bring more business. Getting more businesses would help generate employment opportunities for the city residents and have a positive impact on other commercial sectors of Red Deer’s small and medium businesses, as well as a positive impact on reducing crime and homelessness.

Crime Reduction: The current statistics portray a very high crime rate for the City of Red Deer, which projects a not so encouraging image of the city. I will voice this concern by analyzing the data and proposing concrete measures to the concerned departments with regular follow ups until improvement on crime image.”

JANISE SOMER

“Having spent the past 3 years in crime prevention, I have talked to many citizens and business owners, and I have heard your concerns. Therefore, I decided to take my passion for community safety and community building and seek a seat on City Council. My focus will be on stronger neighbourhoods through connection and increased diversity, and on a stronger downtown that becomes a shopping destination with increased positive activity and residential development. My focus will be on helping people without homes, and those in addiction, move to a healthier place in their lives, not enabling them. LISA SPENCER-COOK

“If elected to council my primary focus daily would be to use critical thinking, using all information available on any subject matter to make decisions that include and are for the betterment all Red Deerians.

My years as an entrepreneur invested in this city have brought me great insight into how we can better support small business owners. My years as an advocate help me to empathize and understand that we must be more equitable when making decisions.

We are a city with big problems right now, no permanent homeless shelter, no real treatment facilities for our most vulnerable. We have a long way to go before we can consider ourselves a successful community with regards to how we address such issues, and my goal is to assist in progress here.

I would make a difference by asking questions of those on the frontlines of different areas, gather information, listen, and always be honest and transparent in my decision making process. I would like to see a council that is anti racism, anti homophobia, anti ableism, and anti misogyny, one that is equitable and inclusive. I’d like to see forward thinking green initiatives, and investment in our arts and culture. I’d like to see Red Deers downtown thriving, and the whole city be a place we are all proud to raise our children.”

DIANNE WYNTJES (INCUMBENT)

I bring experience and knowledge of many files and upcoming issues.

If elected, my immediate focus, working with Council would be:

– reviewing City operating budget and reserves
