"PROJECT ROCKER"

Three arrested in motorcycle gang drug trafficking bust to face preliminary hearing

Oct 23, 2019 | 4:22 PM

A preliminary hearing will take place next spring for three people arrested after police busted a Red Deer outlaw motorcycle gang for drug trafficking earlier this year.

Charges were laid in April following a two-year ALERT investigation – dubbed “Project Rocker” – into the suspected drug trafficking activities of the Syndicate outlaw motorcycle club, a support club of the Hells Angels.

Project Rocker concluded April 30 after an estimated $350,000 worth of drugs, firearms, motorcycles, and cash was seized from three Red Deer homes — two in Highland Green and one in Deer Park.

Casey Chapin, 33, and Joel Befus, 33, who police say are full patch members of the Syndicate club, were arrested and charged with conspiracy to traffic cocaine, and a range of other offences.

Bailey Chapin, a 30-year-old woman, was also arrested and charged with six counts including five firearms offences.

All three will face a preliminary hearing from May 25-29, 2020 in Red Deer provincial court to determine whether the case will proceed to trial.
