Buffalo Lake RV site developer ordered to cease construction

Paradise Shores, an under construction RV site near Stettler which has been at the centre of much controversy, has been ordered to cease operations by the County’s Municipal Planning Commission.

The order was issued at a special meeting of the MPC on May 17.

According to the County, an inspection of the site near Buffalo Lake was conducted on May 2 to determine compliance with the Land Use Bylaw.

The County came away with significant concerns, it says in a release, that conditions of the development permit were not being met.

The development permit was originally approved on Nov. 2, 2018 and would allow the developer — Mr. David Hamm of Calgary — to host a maximum of 168 RV lots. That’s a sharp decline from the originally proposed 1000 lots.

Hamm appealed the decision of the County’s Subdivision Development and Appeal Board to the Court of Appeal of Alberta later that month, however a judge reserved a decision on the matter in January.

On April 18, the County gave notice to the developer that there would be an upcoming inspection. The notice required the developer to provide at the time of inspection a traffic impact assessment, geotechnical assessment, landscaping plan and various other permits and paperwork.

To date, the applicant is yet to provide any of those items to the County, hence the stop order.

Meantime, the County has written an open letter to all affected parties.
