City council recap – February 24, 2026

The following decisions were made at today’s City Council meeting.

CONSENT:

2026 Tax Sale Reserve Bids:

  • Council passed a resolution approving the reserve bids for properties on the 2026 tax sale list. This approval process is an annual requirement of all Alberta municipalities as per the Municipal Government Act (MGA)

Zoning Bylaw Amendment 3357/P-2026 – Rezoning from C5 – C2:

  • Council passed first reading of a proposed zoning bylaw amendment to rezone land at 3937 50 Street from Service Commercial (C5) to District Commercial (C2).
  • The rezoning would allow for a broader range of commercial uses consistent with surrounding properties.
  • First reading initiates the formal bylaw process and enables the proposed amendment to proceed to a public hearing at a future date.

Riverside Meadows Area Redevelopment Plan 3261/A-2026 & Zoning Bylaw Amendment 3357/L-2026 – Riverside Meadows:

  • Council passed first reading of amendments related to redevelopment in the Riverside Meadows neighbourhood.
  • The amendments include updates to the Area Redevelopment Plan and rezoning of a small residential parcel from Low Density Residential (R-L) to Medium Density Residential (R-M).
  • The changes would support increased housing options and align with long-term redevelopment goals for the area.
  • First reading begins the bylaw process and allows for public input at a future public hearing.

Zoning Bylaw Amendment 3357/P-2026 – Emerson Phase 1B:

  • Council passed first reading of a zoning bylaw amendment for lands in the Emerson neighbourhood.
  • The amendment would rezone approximately 2.08 hectares of land from Agricultural (A-1) to residential and public service districts.
  • This rezoning would support future residential development and neighbourhood growth.
  • First reading initiates the bylaw process and allows the proposal to proceed to a public hearing.

REPORTS:

Downtown Governance:

  • Council will receive a report outlining governance models and options for the future of downtown Red Deer.
  • The report explores governance structures that could support economic development, revitalization, and coordination in the downtown area.
  • It examines potential roles, responsibilities, and partnership opportunities.
  • Council may use the information to guide future decisions on downtown leadership and governance.

EU MCC Stage 2 Implementation:

  • Council received an update on Stage 2 of the Electric Utility Modernization (MCC) implementation. Stage 2 focuses on advancing implementation and operational readiness.
  • At today’s meeting, Council directed administration to return by the end of April 2026 with a side-by-side comparison analysis of governance options to help inform Council on the options and considerations.

BYLAWS: Offsite Levy Bylaw:

  • Council passed second and third readings of amendments to the Offsite Levy Bylaw.
  • Offsite levies help fund infrastructure required to support new development, including roads, utilities, and services.
  • The bylaw establishes the rates and framework used to ensure growth contributes to infrastructure costs.
  • These amendments update levy rates and ensure continued alignment with infrastructure funding needs and legislation.

Committees Bylaw 3576/A-2026:

  • Council approved amendments to the Committees Bylaw governing Council committees.
  • The bylaw outlines the structure, roles, and responsibilities of Council committees.
  • Amendments may reflect updates to committee mandates, structure, or governance.
  • The changes are intended to support effective Council decision-making and organizational governance.
