Conditional sentence given to Red Deer woman charged in drug delivery by drone incident at Drumheller Institution

A two-year conditional sentence has been given to a Red Deer woman accused of using a drone to drop multiple packages at the Drumheller Institution.

Jessica Marion Isabel Lavallee, 36, was sentenced in Red Deer Court of Justice on Sept. 29, 2025, after being convicted on one count of possession for purpose. Four other counts against her were withdrawn. She was also given a firearm prohibition.

RCMP say it was January 2023 when they initiated an investigation into drug trafficking, following the discovery of multiple packages believed to have been dropped at the Drumheller Institution utilizing a drone.

During the investigation, multiple partners and RCMP Support Units were engaged, including from the Drumheller Institution, RCMP Southern Alberta Crime Reduction Unit, Drumheller General Investigation Unit (GIS), Strathmore GIS, Calgary Police Service, Edmonton Police Service, RCMP Forensic Identification Section (FIS), RCMP Special Investigations, and more.

On Dec. 1, 2023, police executed two search warrants, one at a home in Calgary and another in Red Deer.

From the two warrants, police say the following was seized:

  • A drone
  • Cell phones
  • Drug paraphernalia
  • A quantity of methamphetamine, GHB, Psilocybin, and MDMA

Five charges were laid against Red Deer resident, Jessica Lavallee:

  • Possession of Methamphetamine for the Purpose of Trafficking
  • Possession of MDMA for the Purpose of Trafficking
  • Possession of GHB for the Purpose of Trafficking
  • Possession of Psilocybin for the Purpose of Trafficking
  • Possession of Proceeds of Crime
