The following decisions were made at today’s City Council meeting.

CONSENT AGENDA:

Westerner Exhibition Association:

• Council approved a request from the Westerner Exposition Association make changes to its banking services, including moving to ATB Financial for improved terms and a higher credit limit.
• The change is expected to reduce interest costs and streamline operations, with all existing City security agreements remaining in place.

• Council approved first reading of proposed bylaw changes to redesign part of the Evergreen neighbourhood to allow for more housing options. Council supported first reading, highlighting the value of the public hearing process as a mechanism to hear citizen perspectives before they make a decision.

BYLAWS:

Intermunicipal Development Plan Bylaw (Second and Third Reading):

• City Council approved second and third reading of the new Intermunicipal Development Plan (IDP) following a joint public hearing held on June 16 at Red Deer County Council Chambers.
• Red Deer County will be considering second and third reading of the same plan on Tuesday, July 8 at their regular meeting.
• The plan will come into effect if the bylaw is adopted by both Councils. It will repeal and replace the current IDP.

REPORTS:

Red Deer’s Greater Downtown Governance:

• Council received the Greater Downtown Governance Committee’s final report, acknowledging the work completed by the committee.
• Council then directed administration to submit an implementation strategy by March 2026 based on the committee’s recommendations. The implementation strategy will include:
  • Governance framework and structure
  • Draft contractual relationship with The City
  • Resourcing requirements
  • Best practices summary
  • Transition plan and timeline considerations to the proposed structure
• They also referred the 2026 Business Improvement Area (BIA) levy discussion to Committee of the Whole to understand the process and implications of a 0 per cent BIA levy.
• The Greater Downtown Governance Committee is a joint initiative led by The City of Red Deer and the Downtown Business Association to transform how the broader downtown area is managed and evolved. It recognizes that Red Deer’s downtown now comprises multiple neighbourhoods – Historic Downtown, Capstone, Railyards, Parkvale, and Downtown North/South – and aims to upgrade governance, funding, and service delivery accordingly

PUBLIC HEARINGS:

Zoning Bylaw amendment to rezone 6519 67 Street (Second and Third Reading):

• Following a public hearing, Council approved second and third reading of Bylaw 3357/B-2025 to rezone 6519, 67 Street from Industrial Business Service Zone; I-I to Major Arterial Commercial Zone: C-4. This change allows the landowner to pursue commercial redevelopment opportunities at the site.

Zoning Bylaw amendment to rezone 3802 47 Street (Second and Third Reading):

• Following a public hearing, Council approved second and third reading of Bylaw 3357/F-2025 rezoning 3802, 47 Street from Residential Medium Density Zone: R-M to Direct Control Zone: DC. This allows the landowner to pursue a development permit for a House Suite in this location.

Zoning Bylaw amendment to rezone 5402 47 Street and amendments to the Capstone Area Redevelopment Plan (Second and Third Reading):

• Following a public hearing, Council approved second and third reading Bylaw 3357/I-2025 and Capstone ARP 3574/A2025 rezoning 5402, 47 Street, home to Carnival Cinemas, from CAP-PR to CAP-TD. This returns the area back to its original zoning.
