Electoral boundary review process begins

The province’s electoral divisions are due for review, and the newly named Electoral Boundaries Commission is set to begin consultations on the matter this spring.

Government officials say constituency boundaries are reviewed periodically in an effort to ensure representation is fair and effective.

“The independent Commission will consider legal requirements, including population changes to existing constituencies, relative population densities and common community interests. It is important that Albertans give the Commission input and feedback to ensure its success, and I encourage them to do so,” says Nathan Cooper, Speaker, Legislative Assembly of Alberta.

The chair of the commission is Justice Dallas K. Miller, who was appointed by the Lieutenant Governor in Council on March 19. The following four individuals will work alongside Justice Miller and were appointed by Cooper:

  • Dr. Julian Martin (Sherwood Park) – Nominated by the President of Executive Council (Premier Danielle Smith)
  • John D. Evans, KC (City of Lethbridge) – Nominated by the President of Executive Council (Premier Danielle Smith)
  • Greg Clark (City of Calgary) – Nominated by the leader of His Majesty’s Loyal Opposition (Christina Gray)
  • Susan Samson (Sylvan Lake) – Nominated by the leader of His Majesty’s Loyal Opposition (Christina Gray)

The commission is expected to submit its full report within seven months of its appointment and its final report within five months of the date of its first report. It will hold a series of public hearings prior to these reports being submitted.

As outlined in the Electoral Boundaries Commission Act, the commission will make proposals to the Legislative Assembly as to the area, boundaries and names of electoral divisions.

In her nomination for Martin, Smith cites his experience as a University of Alberta professor, his bachelor of arts, master of arts and master of philosophy degrees, and time served on many different boards and committees.

For Evans, Smith highlights his work at Stringam LLP as both a managing partner and board chair, and his receiving of a King’s Counsel designation in March of 2020.

Opposition leader Gray nominated Clark as he has previously been a member of the Legislative Assembly of Alberta and co-founded a technology consulting firm focused on information management. He’s also received the Queen Elizabeth II Platinum Jubilee Medal.

Regarding Samson, Gray highlighted her years of public service as a Sylvan Lake town councillor from 1986-1989 and mayor from 2007-2013. She was named Citizen of the Year in 1984 and received the Queen Elizabeth II Diamond Jubilee Medal in 2012.
