Council to consider offering operational grant funding to community organizations

City council has passed a motion directing administration to provide a report on how an operational funding stream could be introduced to the City’s Community Development Grants Policy, and to review the policy as a whole.

The motion was proposed by city councillor Dianne Wyntjes earlier this month, on Sept. 3, and passed 7-2 in the Sept. 16 meeting.

The report is expected to be completed by Q1 of 2025. Wyntjes said she would like to see this operational funding as an option in addition to existing emergency and program funding, which are already oversubscribed. This would create a new line item in the budget and improve transparency on where dollars are going, she said.

Councillors Kraymer Barnstable and Victor Doerksen voted against the motion, citing concerns about the City’s fiscal reality for the coming year.

Coun. Wyntjes said that her fellow councillors raised valuable concerns, but that ultimately, “When there’s a cry in the community I think it’s important, as leaders, we respond. I get that it’s going to be a challenging budget but every budget is challenging, and we want to build quality of life and many of these organizations support communities.”

Operational funding typically goes towards things like rent, utility costs, staffing, supplies, and other similar expenses.

Council will decide how to move forward on this matter once they receive administration’s report early next year.
