Snow storage, fire training facilities planned near Chiles Industrial Park

The future of the land north of Red Deer’s Chiles Industrial Park may include a snow storage and emergency services training facility.

City council approved first reading at Monday’s meeting for the adoption of a new Industrial Area Structure Plan (IASP) for the location.

The City says that the IASP is comprised of 29.23 hectares (ha) of land where only 0.19 ha is privately developed in the south end for an odor management facility. The remainder is predominantly being leased by an area farmer for pastureland. It is bordered by Highway 2A to the west, Township Road 391 to the north, the Canadian National Railway to the east, and Chiles Industrial Park to the south.

A recovery community for addiction treatment is currently being developed by the provincial government in the northwest corner of the plan area and is expected to open as early as this November. The City says the remainder of the plan area can be completed in one phase.

After the City annexed the area from Red Deer County in 2009, they state they purchased the land in 2016 for a future snow storage site and fire training facility. They City also adopted the North of 11A Major Area Structure Plan (MASP) that same year which they say will provide guidance for the preparation of the proposed IASP.

The IASP contains I1 Industrial (Business Service) and I2 Industrial (Heavy Industrial) districts, two public utility lots for storm water management and drainage, and a natural watercourse area in the centre of the parcel running west to east. The natural area is expected to either be listed as future municipal or environmental reserve or a public utility lot.

The snow storage facility is proposed in the southwest corner of the area with a size requirement of 6 ha.

The emergency services training facility could be located in any of the I2 district areas with a minimum size of 6 ha; however, the City says its development is more than 10 years out.

In Fall 2019, landowners within 200 metres of the area as well as all in the Chiles Industrial Park were invited to an open house to share their comments regarding the proposed IASP. City officials confirm 10 individuals participated.

As a result of several proposed land use changes and the length of time passed between the open house in 2019 and bringing the proposed IASP to council on Oct. 24, 2022, an additional referral in February 2022 was sent to the same properties as the open house invitation. The City confirms one letter and one phone call were received.

Administration confirms there are currently around 960 ha of land in the city designated for industrial purposes. They state the total land supply of future industrial purposes is approximately 434 ha (designated and non-designated), with 115 ha of that available land for immediate development. They say the city has roughly over 50 years’ worth of developable industrial land supply.

A Public Hearing is scheduled to be held at the November 21, 2022 council meeting.
