Shuttle services in Red Deer now regulated under existing bylaw

Red Deer city council has approved an amendment to the City’s Vehicle for Hire bylaw to include shuttle services.

At their regular meeting on Tuesday, council gave second and third reading to amend the existing bylaw, initially implemented in 2021 to regulate the taxi and transportation network industry, limo and sedan services,and designated driver services.

However, administration said they discovered a gap in regulation after receiving inquiries related to shuttle services for seniors and children.

The only requirement to operate a shuttle service was a business licence.

On April 25, council approved first reading of the amendment.

Shuttle services will now be vetted under the Vehicle for Hire bylaw criteria, including criminal record checks, driver abstracts, and vehicle maintenance safety standards.

Under the bylaw, a “Shuttle Service” is defined as a transportation service provided by a Vehicle for Hire at predetermined rates and times between predetermined locations and routes, established by the shuttle brokerage or independent driver.

Some penalities include a $1,000 fine for breaking the outlined Shuttle Service Driver Obligations. Failure of the brokerage to disclose the fare to the passenger prior to the accepting of the ride could result in a $500 fine.
