Red Deer city council passed a Tribunal Bylaw on Monday that re-structures appeal boards from two boards to four and is aimed to increase administrative efficiencies.
The Tribunal Bylaw repeals the existing bylaw and establishes the following four boards:
- The Subdivision and Development Appeal Board (SDAB) will hear development and subdivision application appeals.
- The License and Community Standards Board (LCSB) (currently known as the Red Deer Appeal and Review Board) will hear bylaw appeals that are best served by a conventional hearing.
- The Review Board will serve the purpose of Reviews by Council under the Municipal Government Agreement (currently under the Red Deer Appeal and Review Board).
- The Administrative Penalties Board (APB) will adjudicate ‘desk’ or written appeal applications that do not require a conventional hearing.
“The bylaw enables residents to appeal notices issued under the Weed Control Act and the Agricultural Pests Act,” said Jackie Kurylo, Appeals Coordinator for the City of Red Deer. “It also creates a flexible foundation for anticipated growth and increases administrative efficiencies. By appointing the same people to serve on all the Tribunals increasing board experience and expertise, the Tribunal Bylaw furthers experience and expertise of board members.”
