Procedure Bylaw expected to increase meeting efficiency, according to Red Deer city council

Red Deer city council passed an updated Procedure Bylaw on Monday that they say will provide many benefits to future meetings.

The City states that the changes will improve the efficiency of city council meetings, increase transparency of meeting processes, and emphasize the importance of the health and wellness of all meeting participants.

“The Procedure Bylaw establishes how council meetings will be conducted,” said Interim City Manager Tara Lodewyk. “Bringing together information from the Municipal Government Act, Roberts Rules of Order Newly Revised, and Council’s Customs will improve transparency and make it easier for members of council, administration, and the public to participate in meetings.”

The City outlines some key changes in the new Procedure Bylaw to include:

  • Establishing a new, clear, and fair process for the setting of council agendas with the introduction of an Agenda Review Committee.
  • Increasing transparent practices for Public Hearings so the public can better understand what to expect.
  • Improving and clarifying processes related to parliamentary procedures.

The updated bylaw will be effective on May 9, 2022 to provide time for administration to contact the necessary participants prior to any upcoming public hearings and to implement internal processes.
