Red Deer city council to review new housing and homelessness model

Red Deer city council will be taking a look at committee recommendations from administration Monday regarding a new housing and homelessness governance model for the community.

The Community Housing and Homelessness Integrated Plan (CHHIP) was received by council in October 2019, and was driven by a Council Ad Hoc Committee. The goal of the plan is to formulate a strategic housing plan to achieve the community’s housing goals, as well as advance city councils strategic goal of a socially responsible city.

City officials say that work was delayed due to the pandemic, but a new model has been created and will be presented to council. The new model calls for the dissolution of the existing Community Housing and Advisory Board (CHAB) and replace it with a new committee of Council.

This new committee would have full delegated decision making authority related to the planning, research, evaluation, and fund administration.

Community Services general manager Sarah Tittemore says a more integrated and collaborative model for housing and homelessness had been considered in recent years.

“Council’s direction, coupled with work and advice from the CHHIP Ad-Hoc Committee, has led us to this point,” says Tittemore, in a press release. “The model we are proposing brings a more collaborative approach, ensuring all voices are heard and considered in service of common goals.”

Right now, homelessness supports are handled by multiple agencies across Red Deer, with CHAB acting as advisor to council regarding affordable housing, homelessness, and services/activities related to the goal of ending homelessness.

CHAB also makes funding suggestions to council for the funds received by the City from federal and provincial governments for housing and homelessness.

The purpose of the new Collaborative Community Housing and Homelessness Integration Committee (CCHHIC) is to act as the federally-required Community Advisory Board (CAB) and decision making authority for the City of Red Deer for the roles of:

  • Planning, research and evaluation
  • Coordination of asset management and development, as well as homelessness support services.
  • Fund administration for Community Based Organization (CBO) ad Community Entity (CE) Designated, and Community Entity-Indigenous (as requested) through an established Sub Committee.

If the Collaborative Community Housing and Homelessness Integration Committee is approved by council, a transition plan will be created and put into place to ensure there is no interruption of service.
