Jail time for alleged member of Red Deer outlaw motorcycle club

An alleged member of a Red Deer outlaw motorcycle club has been sentenced to six-and-a-half years in jail for his part in what police described as an extensive drug trafficking network.

Casey Donald Chapin, 35, was sentenced in Red Deer provincial court last week after being convicted on counts of possession for the purpose of trafficking and possession of a prohibited/restricted firearm. He was also given a 10-year firearms ban.

Co-accused Joel Befus, 34, was sentenced in January to four-and-a-half years in jail for his involvement, along with a 10-year firearms ban, while a third co-accused, Bailey Michelle Chapin, 31, saw her counts withdrawn on June 30.

The trio was arrested on April 30, 2019, following a two-year investigation called Project Rocker by ALERT (Alberta Law Enforcement Response Team) – Red Deer’s organized crime team. The investigation looked into the activities of the Syndicate outlaw motorcycle club – a support club of the Hell’s Angels.

An estimated $350,000 worth of drugs was seized, along with firearms, motorcycles and cash.

Three Red Deer homes were searched, with police seizing three kilograms of cocaine, nine kilograms of a cocaine buffing agent, 2.8 kilograms of cannabis, a handgun, an SKS rifle, four vehicles, and $78,794 cash proceeds of crime.

ALERT alleges both Casey Chapin and Joel Befus are full patch members of the Syndicate, noting support clubs are typically utilized to carry out, “lower level dirty work” for the Hell’s Angels, such as drug trafficking and expanding territory to secondary markets. RCMP point out, The Nomads chapter of the Hell’s Angels is also based in Red Deer.
