Lacombe’s Trinity Crossing Outline Plan amended to include second apartment complex

Lacombe City Council has approved a Laebon Developments plan to include a second multi-family dwelling within the Trinity Crossing Outline Plan.

City officials say the approved plan amendment allows for 281 housing units, equal to an estimated population of 575 people – up from 217 units, or 491 people.

This change is said to align with the City’s Municipal Development Plan (MDP) and the North Area Structure Plan (North ASP) by encouraging higher density in new residential developments.

“Council is pleased to approve this amendment to the Trinity Crossing Outline Plan,” says Mayor Grant Creasey, in a press release. “This council is constantly looking for ways to provide comfortable, diverse housing options for anyone looking to make their home in Lacombe. The updated plan offers a balanced blend of detached and multi-family homes that will benefit our community for years to come.”

Additionally, the change fits both planning document’s requirements for housing mix in new neighbourhoods, which calls for detached dwellings not to exceed 70 percent, and multi-family homes make up 30 percent of new developments.

With this amendment, Trinity Crossing will consist of 47 percent detached-dwelling units and 53 percent multi-family dwelling units.

The MDP and North ASP also require a minimum residential density of 15 units per gross developed hectare. However, the MDP and North ASP seek to encourage higher density with the potential for incentives – about 20 units per hectare. Trinity Crossing’s new amendments result in 20.10 units per hectare density.

Officials note the amendment went through a public engagement phase. The council report includes all of the input received from the public, along with the developers and City staff response.

“The Trinity Cross Outline Plan went through a six-month review process with City staff, which included an alternative public consultation method using social media instead of an in-person open house,” adds Operations and Planning Services Director Jordan Thompson. “Some of the comments we received are best addressed when an application is made to develop the new R6 site. We look forward to working through the comments with Laebon when they are ready to move forward with developing the site.”
