Property straddling city and county north of 11A to be subdivided

The City of Red Deer will temporarily take authority over a property straddling the city and Red Deer County.

As far as Red Deer is concerned, it’s rarer than a June snow shower.

The property in question is part of the North of 11A project where lands were annexed from the county a number of years ago. City council carried a resolution on Monday which will give it that power to subdivide.

Once County council passes a similar resolution at its Tuesday meeting, city council can move forward with subdivision of the property. Each municipality will then resume authority over their respective half.

Senior Planner Orlando Toews says he can’t recall another time The City has experienced this.

“Planners from both The City and County have talked,” he says. “County staff understood the situation and the proposed solution and were supportive of it.”

Mayor Tara Veer says it was vital to work respectably with the property owner on what should happen with his approximately three-quarter sections of land, which is split by the QEII highway.

“For this property owner, I think it was very important that governments worked together so that there was certainty around whose planning bylaws and statutory plans would prevail in terms of future planning for that area,” Veer states.

“Because those lands were in the imminent city growth area, it was very clear.”

It’s not certain how fast subdivision will actually happen, but once County council does its part, it shouldn’t be too long. The timeline for development on the North of 11A project is also unknown at this time.

The agreement between The City and Red Deer County comes about based on section 12 of the Municipal Government Act.
